Mr. Roger Tupper
Assistant Director of Marine —
Planning
and Services
Certificate of Competency he came ashore as a Marine Officer with the Hong
Kong Government Marine Department 1980.
Since that time he has been involved in various port management tasks with
Marine Department from cargo handling through pollution control, vessel traffic
management and port planning. He reached the rank of Assistant Director of
Marine/Port Control in 1996.
Mr. Tupper was then seconded for three and half years to the Economic
Services Bureau of the Hong Kong Special Administrative Region Government
and held the post of Deputy Secretary/Hong Kong Port and Maritime Board with
responsibilities for port development strategy and the promotion of Hong Kong
as an intemational shipping and logistics centre.
In early January 2001, Mr. Tupper returned to Marine Department as
Assistant Director (Plarming and Services).
